Along with the normal pre-requisites of completing the previous quest, Founding the Kamaboko Search Party, you need to also unlock the area the quest takes place in. Though this quest starts in Kumaso, the dungeons that are required to clear are located in Yamataikoku and will only allow you access to this new area once you complete ??? quest.
